The Miami Comprehensive Neighborhood Plan (MCNP) is the foundational document that contains goals, objectives, policies, and strategies that guide all aspects of the city’s development, including parks, capital improvement, infrastructure, emergency management, education, land use and regulation, resilience, housing, economic development, environmental and natural resource management, and more. In the context of the City staff, socialization may involve a presentation of a focused, organized presentation to peers in other departments highlighting how comprehensive planning matters to the general affairs of a city, with an eye toward the particulars of the given audience. This may be in the form of a Cafecito Hour, open to other departments, an in-person delivery, or some other format. In the context of city residents, socialization may involve public outreach—virtual or in-person, through which experience participants become more knowledgeable of the MCNP and develop some sense of the plan’s relevance to their lives. This measure calculates the number of times the MNCP is socialized.

This performance measure tracks the number of instances the Miami Comprehensive Neighborhood Plan (MCNP) is socialized through various outreach formats such as internal workshops, presentations to other departments (e.g., “Cafecito Hour”), or public engagement events. These socializations are conducted either virtually or in person and are designed to raise awareness and understanding of the MCNP’s goals, objectives, and policies among both City staff and the public. The data is used to evaluate the Planning Department’s efforts in increasing the visibility and practical application of the MCNP across City operations and Miami’s diverse communities. By quantifying how often the MCNP is socialized, the City can assess its progress in ensuring internal departments are informed about the plan’s directives and that residents are meaningfully engaged in the planning process. Tracking this measure helps identify opportunities to improve interdepartmental coordination, expand public awareness, and strengthen the integration of MCNP policies into daily decision-making. Additionally, the measure supports the City’s long-term strategic goals for inclusive, informed planning that reflects the community’s needs and priorities.
