The HOPWA - TBRA Program provides rental housing assistance to qualifying low-income persons/families who: have a member with a medical AIDS diagnosis, as defined by the CDC; are 80% of the area median income or below, as defined by the income limits issued annually by the U.S. Department of Housing & Urban Development (HUD); live or plan to live in Miami-Dade County; and, meet the documentation requirements of citizenship or immigration status. The performance measure tracks monthly the Total Number of Individuals Enrolled in the program.

This measure tracks the total number of individuals enrolled in the HOPWA Program to ensure the effective administration of federally funded rental housing assistance. Monitoring enrollment levels supports regulatory compliance, confirms utilization of allocated funding, and aligns with strategic objectives related to housing stability and public health support for vulnerable populations. In February, a total of 644 eligible individuals were enrolled in the Housing Opportunities for Persons with AIDS (HOPWA) Program. The program provides rental housing assistance to qualifying low-income individuals and families meeting CDC medical diagnosis criteria and HUD income requirements at or below 80% of Area Median Income (AMI). All participants meet federal documentation and residency requirements within Miami-Dade County. Enrollment for the reporting period reflects full program capacity.
